COMMISSION DECISION of 23 May 1986 amending Decision 81/525/EEC on applications for advances and refunds of premiums in connection with collective projects for the restructuring of vineyards (86/271/EEC) THE COMMISSION OF THE EUROPEAN COMMUNITIES, Having regard to the Treaty establishing the European Economic Community, Having regard to Council Regulation (EEC) No 458/80 of 18 February 1980 on collective projects for the restructuring of vineyards (1), as last amended by Regulation (EEC) No 1598/83 (2), and in particular Article 10 (4) thereof, Whereas Commission Decision 81/525/EEC (3) laid down in what form applications for advances and refunds of premiums paid in connection with collective projects for the restructuring of vineyards are to be submitted; Whereas in view of the progress made so far as regards the measures for the restructuring of vineyards, presentation of applications for refunds should be simplified by adapting the forms provided for in Annex II A and Annex II B of Decision 81/525/EEC; Whereas the measures provided for in this Decision are in accordance with the opinion of the Committee of the European Guidance and Guarantee Fund, HAS ADOPTED THIS DECISION:

(2) Attach the total area of plantings and replantings in wine-growing areas which, after the project, contain less than two restructured hectares. (3) State in columns 6 and 8 the categories, within the meaning of Articles 29 and 29a of Council Regulation (EEC) No 337/79, as amended by Regulation No 454/80, to which the areas replanted or newly planted belong. It is confirmed that: (a) the premium was granted for the restructuring of vineyards producing table wine or suitable for producing quality wines psr, excluding the areas referred to in the first, second and third indents of Article 1 (2) of Regulation (EEC) No 458/80, and in connection with a collective project approved by the Commission in accordance with Article 7 of that Regulation; (b) the collective restructuring projects meet the conditions laid down in Article 2 (1) and (3) of that Regulation; (c) the premium granted per hectare restructured, i. e. replanted or newly planted, does not exceed the limits laid down in Article 5 of that Regulation;
