Council Decision (CFSP) 2023/995 of 22 May 2023 amending and updating Decision (CFSP) 2018/340 establishing the list of projects to be developed under PESCO THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on European Union, in particular Article 46(6) thereof, Having regard to Council Decision (CFSP) 2017/2315 of 11 December 2017 establishing permanent structured cooperation (PESCO) and determining the list of participating Member States OJ L 331, 14. 12. 2017, p. 57. , Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy, Whereas: (1) On 11 December 2017 the Council adopted Decision (CFSP) 2017/2315. (2) Article 4(2), point (e), of Decision (CFSP) 2017/2315 provides that the Council is to establish the list of projects to be developed under permanent structured cooperation (PESCO), reflecting both support for capability development and the provision of substantial support within means and capabilities to common security and defence policy (CSDP) operations and missions. (3) On 6 March 2018, the Council adopted Decision (CFSP) 2018/340 Council Decision (CFSP) 2018/340 of 6 March 2018 establishing the list of projects to be developed under PESCO (OJ L 65, 8.3.2018, p. 24). establishing the list of projects to be developed under PESCO. (9) On 14 November 2022, the Council adopted a Recommendation assessing the progress made by the participating Member States to fulfil commitments undertaken in the framework of PESCO Council Recommendation of 14 November 2022 assessing the progress made by the participating Member States to fulfil commitments undertaken in the framework of the permanent structured cooperation (PESCO) (2022/C 433/02) (OJ C 433, 15.11.2022, p. 6). . (10) On 31 March 2023, the High Representative made a recommendation to the Council concerning the identification and evaluation of project proposals in the PESCO framework. (11) On 4 April 2023, the PESCO Secretariat informed the Council that the project members of the project Indirect Fire Support Capability (EuroArtillery) had decided to close the project. (12) On 24 April 2023, the PESCO Secretariat informed the Council that the project members of the projects EU Test and Evaluation Centres (EUTEC) and Co-basing had decided to close the projects. (13) On 4 May 2023, the Political and Security Committee agreed on the recommendations contained in the EUMC military advice on the High Representative’s recommendation concerning the identification and evaluation of project proposals in the PESCO framework. (14) The Council should therefore amend and update Decision (CFSP) 2018/340, HAS ADOPTED THIS DECISION:

Article 1

Decision (CFSP) 2018/340 is amended as follows: (1) in Article 1, the following projects are added: 62. European Defence Airlift - Training Academy (EDA-TA); 63. Integrated Unmanned Ground Systems 2 (iUGS 2); 64. Counter Battery Sensors (CoBaS); 65. Anti-Torpedo Torpedo (ATT); 66. Critical Seabed Infrastructure Protection (CSIP); 67. Future Short-Range Air to Air Missile (FSRM); 68. Next Generation Medium Helicopter (NGMH); 69. Integrated Multi-Layer Air and Missile Defence System (IMLAMD); 70. Arctic Command & Control Effector and Sensor System (ACCESS); 71. Robust Communication Infrastructure and Networks (ROCOMIN); 72. ROLE 2F.; (2) Annex I is amended in accordance with Annex I to this Decision; (3) Annex II is replaced in accordance with Annex II to this Decision.
