Commission Implementing Decision (EU) 2024/3136 of 17 December 2024 on the appointment of the chairperson and the members and their alternates of the Network Management Board and of the members and their alternates of the European Aviation Crisis Coordination Cell for the air traffic management network functions for 2025 and 2026 (Text with EEA relevance) THE EUROPEAN COMMISSION, Having regard to the Treaty on the Functioning of the European Union, Having regard to Regulation (EU) 2024/2803 of the European Parliament and of the Council of 23 October 2024 on the Implementation of the Single European Sky OJ L, 2024/2803, 11.11.2024, ELI: http://data.europa.eu/eli/reg/2024/2803/oj. , and in particular Articles 37(5) and 38(15) thereof, Whereas: (1) Regulation (EU) 2024/2803 establishes in Article 38(14) a Network Management Board (the Board) to ensure appropriate governance over the execution of the network functions. The detailed rules about composition, functioning and responsibilities and network governance mechanisms of the Board should be set by the Commission. (2) Commission Implementing Regulation (EU) 2019/123 Commission Implementing Regulation (EU) 2019/123 of 24 January 2019 laying down detailed rules for the implementation of air traffic management (ATM) network functions and repealing Commission Regulation (EU) No 677/2011 (OJ L 28, 31.1.2019, p. 1, ELI: http://data.europa.eu/eli/reg_impl/2019/123/oj). refers to the Board in its Article 18. It also establishes a European Aviation Crisis Coordination Cell (the Cell) to ensure effective crisis management at network level in its Article 19. Pending its revision following the entry into force of Regulation (EU) 2024/2803, it should apply with the necessary modifications having been made (mutatis mutandis) to ensure the continuity of activities. (3) To ensure efficient functioning of the Board and the Cell until the adoption of a revised Implementing Regulation, the chairperson, vice-chairpersons, members and observers of the Board and their alternates and the members of the Cell and their alternates should be appointed for 2 years. (4) In April 2024, the voting members unanimously proposed the candidate chairperson for the new Board. (5) In June 2024, the entities to be represented in the Network Management Board proposed two vice chairpersons and candidate voting members and alternates for the Network Management Board. (6) In June 2024, under Article 18(7) of Implementing Regulation (EU) 2019/123, Eurocontrol proposed the candidate non-voting members representing the air navigation service providers of associated countries to join the new Board. (7) In June 2024, the Commission received a number of requests for observer status in the Board. (8) In June 2024, the organisations to be represented in the Cell proposed their nominations for the Cell. (9) In line with those proposals, the chairperson, vice-chairpersons, members and observers of the Board and their alternates, as well as the members of the Cell and their alternates should be appointed.

(10) As the mandate of the existing Board expires on 31 December 2024, this Decision should enter into force as a matter of urgency to ensure the continuity of activities. (11) The measures provided for in this Decision are in accordance with the opinion of the Single Sky Committee established by Article 48 of Regulation (EU) 2024/2803, HAS ADOPTED THIS DECISION:

Article 1

The persons listed in Annex I shall be appointed from 1 January 2025 to 31 December 2026 as members, alternates and observers to the Network Management Board, in the capacity referred to in that Annex.

Article 2

The persons listed in Annex II shall be appointed from 1 January 2025 to 31 December 2026 as the members and alternates to the European Aviation Crisis Coordination Cell, in the capacity referred to in that Annex.

Article 3
