Council Decision (CFSP) 2024/3184 of 16 December 2024 amending Decision 2010/96/CFSP on a European Union military mission to contribute to the training of Somali security forces THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on European Union, and in particular Article 42(4) and Article 43(2) thereof, Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy, Whereas: (1) On 15 February 2010, the Council adopted Decision 2010/96/CFSP Council Decision 2010/96/CFSP of 15 February 2010 on a European Union military mission to contribute to the training of Somali security forces (OJ L 44, 19.2.2010, p. 16). , establishing a European Union military mission to contribute to the training of Somali security forces (EUTM Somalia). (2) On 12 December 2022, the Council adopted Decision (CFSP) 2022/2443 Council Decision (CFSP) 2022/2443 of 12 December 2022 amending Decision 2010/96/CFSP on a European Union military mission to contribute to the training of Somali security forces (OJ L 319, 13.12.2022, p. 84). , extending EUTM Somalia until 31 December 2024. (3) In the context of the Holistic Strategic Review 2024 of the CSDP engagement in the Horn of Africa and Somalia, the Political and Security Committee (PSC) recommended that the mandate of EUTM Somalia be further extended until 28 February 2027. The PSC furthermore agreed that the mandate of EUTM Somalia should be adapted, in particular to further develop leadership courses for the Somali National Armed Forces (SNAF), including the Navy, the Coast Guard and the Air Force, as well as for the Federal Darwish Police, to support the creation within SNAF of a Logistic Command and of a Training Command, to gradually develop a maritime component to advise the Somali Navy and Coast Guard and to support Somali command and control capabilities in the SNAF Joint Operations Centre. The PSC moreover agreed that, upon invitation from the Republic of Djibouti, EUTM Somalia should, within its means and capabilities, provide training in the Djibouti Regional Training Centre. (4) Decision 2010/96/CFSP should be amended accordingly, HAS ADOPTED THIS DECISION:

Article 1

Decision 2010/96/CFSP is hereby amended as follows: (1) in Article 1, paragraphs 3 and 3a are replaced by the following: 3. EUTM Somalia shall, in particular, develop leadership courses for SNAF, including for the Navy, the Coast Guard and the Air Force, and for the Federal Darwish Police. Furthermore, EUTM Somalia shall provide specialised training to SNAF. It shall support, through advice and training, the creation within SNAF of a Logistic Command and of a Training Command. 3a. EUTM Somalia shall gradually develop a maritime component, in coordination with EUCAP Somalia, established by Council Decision 2012/389/CFSP Council Decision 2012/389/CFSP of 16 July 2012 on the European Union Capacity Building Mission in Somalia (EUCAP Somalia) (OJ L 187, 17.7.2012, p. 40).; , to provide military advice on coast guard functions, with a view to taking over the responsibility of advising the Somali Navy and Coast Guard by 31 December 2025, taking into consideration SNAF priorities.

(2) in Article 1, the following paragraphs are inserted: 3b. EUTM Somalia shall, where possible, provide support to the Somali command and control capabilities in the SNAF Joint Operations Centre through mentoring, with a view, in particular, to developing a knowledge management mechanism with respect to the units and individuals it has trained. 3c. EUTM Somalia shall also provide support, as necessary and within its means and capabilities, to other Union actors in the implementation of their respective mandates regarding security and defence in Somalia, in particular to EUCAP Somalia, with regard to the interoperability between SNAF and Somali Police Forces. EUTM Somalia shall furthermore facilitate support by the European Peace Facility, established by Council Decision (CFSP) 2021/509 Council Decision (CFSP) 2021/509 of 22 March 2021 establishing a European Peace Facility, and repealing Decision (CFSP) 2015/528 (OJ L 102, 24.3.2021, p. 14).; , in particular by advising SNAF on the identification of the required assistance and by advising the European External Action Service and Member States on the delivery of such assistance. 3d. In addition, upon invitation from the Republic of Djibouti, EUTM Somalia shall, within its means and capabilities, provide training in the Djibouti Regional Training Centre, in particular in support of capacity-building efforts of the Djibouti Coast Guard. (3) in Article 10, the following paragraph is added: 10. The financial reference amount for the common costs of the EU military mission for the period from 1 January 2025 until 28 February 2027 shall be EUR 31810000. The percentage of the reference amount referred to in Article 51(2) of Decision (CFSP) 2021/509 shall be 0 % for commitments and 0 % for payments. ; (4) in Article 12, paragraph 2 is replaced by the following: 2. The mandate of the EU military mission shall end on 28 February 2027..
