Commission Implementing Decision (EU) 2025/57 of 15 January 2025 establishing the format of information to be made available by the Member States for the purposes of reporting on the implementation of Directive (EU) 2015/2193 of the European Parliament and of the Council (notified under document C(2025) 81) (Text with EEA relevance) THE EUROPEAN COMMISSION, Having regard to the Treaty on the Functioning of the European Union, Having regard to Directive (EU) 2015/2193 of the European Parliament and of the Council of 25 November 2015 on the limitation of emissions of certain pollutants into the air from medium combustion plants OJ L 313, 28.11.2015, p. 1, ELI: http://data.europa.eu/eli/dir/2015/2193/oj. , and in particular Article 11(3), second subparagraph, thereof, Whereas: (1) Directive (EU) 2015/2193 requires Member States to take the necessary measures to ensure that, as of 1 January 2029, no existing medium combustion plant with a rated thermal input of less than or equal to 5 MW is operated without a permit or without being registered. As a consequence, availability of data for those plants might be limited before that date. (2) For the purpose or reporting, Member States are to submit to the Commission, by 1 October 2026 and by 1 October 2031, reports with qualitative and quantitative information on the implementation of Directive (EU) 2015/2193, on any action taken to verify compliance of the operation of medium combustion plants with Directive (EU) 2015/2193 and on any enforcement action for the purposes thereof. (3) Member States are also required to submit to the Commission, by 1 October 2026, reports with an estimate of the total annual emissions of SO2, NOx and dust from medium combustion plants. (4) The technical formats to be used by the Member States for reporting in accordance with Article 11(1) of Directive (EU) 2015/2193 should be drawn up in a way that helps the Commission to submit a summary report to the European Parliament and to the Council on the implementation of that Directive pursuant to its Article 11(4). Those technical formats should address key provisions of Directive (EU) 2015/2193 and allow for the provision of aggregated data, including on plant categories, emissions, energy input and capacity. (5) To ensure the consistency and coherence of information provided by the Member States on the implementation of Directive (EU) 2015/2193, and to facilitate the exchange of information between Member States and the Commission, the Commission is to make an electronic reporting tool available to the Member States for reporting purposes, in accordance with Article 11(3), first subparagraph, of Directive (EU) 2015/2193. (6) The measures provided for in this Decision are in accordance with the opinion of the Committee established by Article 75(1) of Directive 2010/75/EU of the European Parliament and of the Council Directive 2010/75/EU of the European Parliament and of the Council of 24 November 2010 on industrial emissions (integrated pollution prevention and control) (OJ L 334, 17.12.2010, p. 17, ELI: http://data.europa.eu/eli/dir/2010/75/oj).

, HAS ADOPTED THIS DECISION:

Article 1

1. For the purpose of reporting to the Commission an estimate of the total annual emissions of sulphur dioxide (SO2), nitrogen oxides (NOx) and dust pursuant to Article 11(1) of Directive (EU) 2015/2193, Member States shall use the format set out in Annex I to this Decision.
2. For the purpose of reporting to the Commission qualitative and quantitative information on the implementation of Directive (EU) 2015/2193, on any action taken to verify compliance of the operation of medium combustion plants with Directive (EU) 2015/2193 and on any enforcement action for the purposes thereof, pursuant to Article 11(1) of Directive (EU) 2015/2193, Member States shall use the format set out in Annex II to this Decision.
3. Member States shall use the electronic reporting tool referred to in Article 11(3), first subparagraph, of Directive (EU) 2015/2193 to submit the information requested in Annexes I and II to this Decision.

ANNEX I TECHNICAL FORMAT FOR REPORTING INFORMATION ON MEDIUM COMBUSTION PLANTS COVERED BY DIRECTIVE (EU) 2015/2193 PART 1 Plant categories This table provides the plant categories to be used for providing the information required under parts 2 and 3 Example of category: new boilers larger than 5 MWth and lower or equal to 20 MWth combusting liquid fuels other than gas oil. . For new medium combustion plants, the total rated thermal input may be used. 1.1 New or existing As defined under Article 3(6) and (7) of Directive (EU) 2015/2193 1.2 Capacity classes (rated thermal input) equal to or greater than 1 MWth and less than or equal to 5 MWth greater than 5 MWth and less than or equal to 20 MWth greater than 20 MWth 1.3 Plant types other than engines and gas turbines engines gas turbines 1.4 Fuel types solid biomass other solid fuels gas oil liquid fuels other than gas oil natural gas gaseous fuels other than natural gas mixed fuels.
