Commission Decision (EU) 2025/1780 of 9 September 2025 adopting the Network Performance Plan for the fourth reference period of the Single European Sky performance scheme (2025–2029) (notified under document C(2025) 5968) (Only the English text is authentic) THE EUROPEAN COMMISSION, Having regard to the Treaty on the Functioning of the European Union, Having regard to Regulation (EC) No 549/2004 of the European Parliament and of the Council of 10 March 2004 laying down the framework for the creation of the single European sky (the framework Regulation) OJ L 96, 31.3.2004, p. 1, ELI: http://data.europa.eu/eli/reg/2004/549/oj. , and in particular Article 11(1) thereof, Having regard to Regulation (EU) 2024/2803 of the European Parliament and of the Council of 23 October 2024 on the implementation of the Single European Sky OJ L, 2024/2803, 11.11.2024, ELI: http://data.europa.eu/eli/reg/2024/2803/oj. , and in particular Article 58(3) thereof, Having regard to Commission Implementing Regulation (EU) 2019/317 of 11 February 2019 laying down a performance and charging scheme in the Single European Sky and repealing Implementing Regulations (EU) No 390/2013 and (EU) No 391/2013 OJ L 56, 25.2.2019, p. 1, ELI: http://data.europa.eu/eli/reg_impl/2019/317/oj. , and in particular Article 19(3) thereof, Whereas: (1) Pursuant to Article 10(5) of Implementing Regulation (EU) 2019/317, the Network Manager is to draw up the Network Performance Plan, which is subject to the assessment by the Commission in accordance with Article 19(2) of that Implementing Regulation. (2) On 6 December 2024, the Network Manager submitted to the Commission a draft Network Performance Plan for the fourth reference period (RP4). (3) Pursuant to Article 19(2) of Implementing Regulation (EU) 2019/317, the Commission, assisted by the Performance Review Body, has assessed the draft Network Performance Plan against the criteria laid down in Annex V to that Implementing Regulation. That assessment has shown that the draft Network Performance Plan meets those criteria. (4) It is therefore appropriate for the Commission to adopt the draft Network Performance Plan for RP4 Network Performance Plan of the Network Manager for the fourth reference period of the Single European Sky performance scheme (2025–2029), published on the EU Single Sky website (https://eu-single-sky.transport.ec.europa.eu/index_en). as drawn up by the Network Manager and submitted to the Commission on 6 December 2024, HAS ADOPTED THIS DECISION:

Article 1

The Network Performance Plan for the fourth reference period of the Single European Sky performance scheme (2025–2029), submitted by the Network Manager on 6 December 2024, is adopted.
