Council Decision (CFSP) 2025/2036 of 23 October 2025 amending Decision 2014/145/CFSP concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on European Union, and in particular Article 29 thereof, Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy, Whereas: (1) On 17 March 2014, the Council adopted Decision 2014/145/CFSP Council Decision 2014/145/CFSP of 17 March 2014 concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine (OJ L 78, 17.3.2014, p. 16, ELI: http://data.europa.eu/eli/dec/2014/145(1)/oj). . (2) In its conclusions of 19 December 2024, the European Council reiterated its resolute condemnation of Russia’s war of aggression against Ukraine, which constitutes a manifest violation of the Charter of the United Nations, and reaffirmed its continued support for Ukraine’s independence, sovereignty and territorial integrity within its internationally recognised borders. The European Council stated that efforts to further limit Russia’s ability to wage war must continue. It also expressed the Union’s readiness to step up pressure on Russia, including by adopting further sanctions. (3) In view of Russia’s continued and escalating aggression against Ukraine, and in particular its recent brutal military campaign deliberately targeting civilian infrastructure, including energy, water and health facilities, which has caused severe suffering to the civilian population and which aims to undermine Ukraine’s resilience, the Council considers it necessary to adopt further restrictive measures. (4) In particular, the Council considers that 22 persons and 42 entities responsible for actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine should be added to the list of persons, entities and bodies subject to restrictive measures set out in the Annex to Decision 2014/145/CFSP. (5) Since the start of Russia’s war of aggression against Ukraine in 2022, Ukrainian authorities estimate that Russia has deported and forcibly transferred nearly 20000 Ukrainian children into Russia or into Ukrainian territories illegally occupied by Russia. Those children, many of whom are from orphanages or separated from their families, often face forced adoption and efforts to erase their Ukrainian identity. Those actions have been condemned as war crimes by the United Nations, leading to International Criminal Court arrest warrants in 2023 for leading Russian officials, including President Putin. In addition, the findings of the United Nations High Commissioner for Human Rights indicate that, through legislation and education programmes, Russia has systematically pursued policies to forcibly assimilate and indoctrinate Ukrainian children in order to diminish their Ukrainian identity and implant pro-Russian patriotism and national identity. Those policies include militarised education and training, at school and within organised patriotic youth groups, to promote future military service to children, including children in illegally occupied territories in Ukraine. Such deportations and forced transfers constitute violations of human rights, fundamental freedoms and human dignity, including the rights to private life, education, cultural participation, and freedom of expression and access to information, and undermine and threaten the sovereignty, stability and security of Ukraine.
(6) The Council therefore considers it necessary to introduce an additional criterion for the listing of natural or legal persons, entities or bodies responsible for, supporting or implementing actions or policies contributing to the deportation, forced transfer, forced assimilation, including indoctrination, or militarised education of Ukrainian minors. (7) It is appropriate to extend to two insurance companies, which are already listed, the existing derogation related to payments constituting an indemnity or benefit provided further to the materialisation of a risk. (8) Decision 2014/145/CFSP should therefore be amended accordingly, HAS ADOPTED THIS DECISION:
Article 1
Decision 2014/145/CFSP is amended as follows: (1) in Article 1(1), the following point is added: (k) natural persons responsible for, supporting or implementing actions or policies contributing to the deportation, forced transfer, forced assimilation, including indoctrination, or militarised education of Ukrainian minors, ; (2) Article 2 is amended as follows: (a) in paragraph 1, the following point is added: (n) natural or legal persons, entities or bodies responsible for, supporting or implementing actions or policies contributing to the deportation, forced transfer, forced assimilation, including indoctrination, or militarised education of Ukrainian minors, ; (b) paragraph 28 is amended as follows: (i) in the introductory wording, the words entity listed under entry number 270 are replaced by the words entities listed under entry numbers 56, 270 and 579; (ii) in point (a), the words entity listed under entry number 270 are replaced by the words entities listed under entry numbers 56, 270 and 579; (3) the Annex is amended in accordance with the Annex to this Decision.

Andrei Alexandrovich USTINSKY Russian: Андрей Александрович УСТИНСКИЙ Function: Director of the Republican Cossack Cadet Corps named after Air Marshal Alexander Efimov Gender: male Andrey Ustinsky is the Director of the Republican Cossack Cadet Corps named after Air Marshal Alexander Efimov (RCCC) in the illegally occupied territory of Luhansk. The RCCC teaches minors to become the future defenders of Russia. Alongside military training, the students of the RCCC are also taught patriotism and reverence for Russian traditions, as well as the history of Russia. Therefore, Andrey Ustinsky is supporting and implementing actions and policies which undermine the territorial integrity, sovereignty and independence of Ukraine. 23.10.20251961. In her role she implements policies relating to children in the region. She has overseen the adoption of Ukrainian children into Russian families. Under her leadership, the regional branch has engaged in the militarisation of Ukrainian children in Crimea. Moreover, Movement of the First has portrayed Crimea as Russian, and promoted Russian integration within the region. In that role, he has been involved in the illegal deportation of Ukrainian children to Russia, in particular orphans from illegally occupied territories. Under her leadership, the regional branch promotes sentiments that Luhansk is Russian. Moreover, the regional branch encourages Ukrainian children to be faithful to Russia, and to enrol in its armed forces. The regional branch also provides the children with militarised education.
Therefore, Oksana Lugantseva is supporting and implementing actions and policies which undermine and threaten the territorial integrity, sovereignty and independence of Ukraine. 23.10.2025 1968. Yulia Sergeevna VELICHKO a.k.a. Yuliia Velychko Russian: Юлия Сергеевна ВЕЛИЧКО Function: First Deputy Minister of the so-called Ministry of Culture of the so-called Luhansk People’s Republic DOB: 26.6.1993 Nationality: Russian Gender: female Tax Identification Number: 345921579024 Yulia Velichko is the First Deputy Minister of Culture of the so-called Luhansk People’s Republic. That ministry is directly involved in the manipulation of Ukraine’s cultural heritage. In particular, she was previously acting as the Minister of Youth Policy, in which capacity she has actively supported and implemented Russian education policies relating to Ukrainian children, including promoting Russian national propaganda and military education in illegally occupied territories. She also facilitated the issuance of Russian passports to Ukrainian children in the region of Luhansk. Therefore, Yulia Velichko is supporting and implementing actions and policies which undermine and threaten the territorial integrity, sovereignty and independence of Ukraine. Nikita Yurievich ANISIMOV Russian Никита Юрьевич АНИСИМОВ Function: Rector of the National Research University Higher School of Economics DOB: 20.2.1978 POB: Khimki, Moscow region, USSR (now Russian Federation) Nationality: Russian Gender: male Tax Identification Number: 504707727120 Nikita Anisimov is the Rector of the National Research University Higher School of Economics (HSE University). In March 2022, he publicly supported Russian military aggression against Ukraine by signing the address of the Russian Union of Rectors. In May 2023, he announced that the HSE University will fund the education, in its main educational programmes, of participants in the so-called special military operation, their children and close relatives. In November 2022, Nikita Anisimov received the medal For Strengthening Military Cooperation from the Russian Ministry of Defence. In 2023, he visited universities in occupied regions of Ukraine, namely Donetsk and Luhansk. In 2025, the HSE University launched a new master’s programme focused on circumvention of international sanctions, thereby supporting the Russian Government by facilitating such circumvention. JSC SEGZ produces critical parts for Russian long-range aircraft. The company participates in the fulfilment of the Russian State defence order, with over half of its revenue derived from military contracts.

The company has given cars to plant workers who have fought in the war, and promised to cover the costs of maintenance for them. The Fargona Chemical Plant has supplied the Perm Powder Plant and the Kazan State-Owned Gunpowder Plant with cotton pulp, which those entities have used to manufacture weapons for the Russian Armed Forces.
Therefore, Rustam Muminov is supporting Russia’s military and industrial complex. 23.10.2025 1975. Aleksandr Reshideovich DYUKOV Russian: Александр Решидеович ДЮКОВ Function: Director of the Historical Memory Foundation; member of the Presidential Council for Interethnic Relations DOB: 17.10.1978 POB: Moscow, USSR (now Russian Federation) Nationality: Russian Gender: male Tax Identification Number: 772604463094 Aleksandr Dyukov is Director of the Historical Memory Foundation, which conducts pseudo-historical research that supports the official policy of the Government of the Russian Federation. By manipulating historical facts, the Historical Memory Foundation’s studies aim to justify the Soviet repression and to maintain the image that Russia is fighting against widespread Nazism in countries that oppose Russia. Ukraine is portrayed as a Nazi-run State. By being the Director of the Historical Memory Foundation, Aleksandr Dyukov is responsible for the Foundation’s actions spreading propaganda. In addition, Aleksandr Dyukov is a member of the Presidential Council for Interethnic Relations. The Council for Interethnic Relations is an advisory and consultative body under the Russian President, established to improve State policy in the field of interethnic relations. It is working to integrate into Russia the illegally occupied Ukrainian territories of Donetsk, Luhansk, Kherson and Zaporizhzhia. Therefore, Aleksandr Dyukov is supporting policies which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine, and supporting and benefitting from the Government of the Russian Federation, which is responsible for the annexation of Crimea and the destabilisation of Ukraine. 23.10.2025 1976. Ilya Anatolyevich SOROKIN Russian: Илья Анатольевич СОРОКИН Function: Medic at the Penal Colony No 10 in Mordovia DOB: 2.8.1990 POB: Potma, Zubovo-Polyansky District, Mordovian ASSR (now Russian Federation) Nationality: Russian Gender: male Ilya Sorokin, alias Dr Evil, is a medic at the Penal Colony No 10 in Mordovia in Russia. Prisoners of war (POWs) detained there recall inhumane and degrading treatment, ranging from sexual abuse to other physical abuse and indoctrination. That degrading behaviour is a violation of the Geneva Conventions. Ilya Sorokin refused to treat the Ukrainian POWs held at the Penal Colony No 10 in Mordovia. He repeatedly electrocuted POWs, made them bark, made them sing Russian patriotic songs, and subjected them to other degrading behaviour. Ilya Sorokin openly supports Russia’s military past and the ongoing war in Ukraine, and regularly posts nationalist and pro-war content on his social media, including the prominent Z symbol. Therefore, Ilya Sorokin is supporting actions and policies which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine. 23.10.20251977. Alexey Vadimovich NIZKOUS Russian: Алексей Вадимович НИЗКОУС Function: General Director of PJSC Energiya DOB: 1989 Nationality: Russian
Gender: male Tax Identification Number: 482110760708 Alexey Nizkous is the General Director of PJSC Energiya, a Russian producer of chemical power sources, including batteries specifically designed for military applications. The company manufactures batteries used in unmanned aerial vehicles, aviation equipment and naval equipment. The company has significantly increased its production capacity and output, fulfilling substantial State defence orders. The company’s leadership has emphasised the priority of fulfilling State defence contracts. Therefore, as the General Director of PJSC Energiya, Alexey Nizkous is supporting Russia’s military and industrial complex. He is also associated with PJSC Energiya. 23.10.2025 1978. Dmitry Anatolievich GARTSEV Russian: Дмитрий Анатольевич ГАРЦЕВ Function: Minister of Health of the so-called Donetsk People’s Republic DOB: 1.2.1989 POB: Vlasikha, Moscow region, USSR (now Russian Federation) Nationality: Russian Gender: male Tax Identification Number: 503227347454 Dmitry Gartsev is the Minister of Health of the so-called Donetsk People’s Republic. CHA Yong-pom Korean: 차용범 Function: Lieutenant General in the Korean People’s Army Nationality: Democratic People’s Republic of Korea Gender: male Cha Yong Beom is a Lieutenant General in the Korean People’s Army of the Democratic People’s Republic of Korea (DPRK). He has been identified as one of the senior DPRK military commanders deployed to Russia alongside DPRK troops in support of Russia’s war of aggression against Ukraine. Given Cha Yong Beom’s deployment to Russia and involvement in DPRK-Russia military cooperation, he has been supporting Russia’s war of aggression against Ukraine and thereby undermining and threatening the territorial integrity, sovereignty and independence of Ukraine.23.10.2025 1980. Vladislav Nikolaevich GOLOVIN Russian: Владислав Николаевич ГОЛОВИН Function: Chief of General Staff of the All-Russia Young Army Military Patriotic Social Movement (Yunarmiya) DOB: 20.5.1997 POB: Kirov, USSR (now Russian Federation) Nationality: Russian Gender: male Vladislav Golovin is the Chief of General Staff of the All-Russia Young Army Military Patriotic Social Movement (Yunarmiya). He takes an active part in the militarisation of Ukrainian children in the illegally occupied territories of Ukraine. He also spreads pro-Russian sentiments as well as anti-Ukrainian narratives, and encourages children to join Yunarmiya.
