Council Implementing Regulation (EU) 2025/631 of 27 March 2025 implementing Article 8a(1) of Regulation (EC) No 765/2006 concerning restrictive measures in respect of Belarus and the involvement of Belarus in the Russian aggression against Ukraine THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on the Functioning of the European Union, Having regard to Council Regulation (EC) No 765/2006 of 18 May 2006 concerning restrictive measures in respect of Belarus and the involvement of Belarus in the Russian aggression against Ukraine OJ L 134, 20.5.2006, p. 1, ELI: http://data.europa.eu/eli/reg/2006/765/oj. , and in particular Article 8a(1) thereof, Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy, Whereas: (1) On 18 May 2006, the Council adopted Regulation (EC) No 765/2006. (2) In view of the gravity of the situation in Belarus, 25 natural persons and seven legal persons should be included in the list of natural and legal persons, entities and bodies subject to restrictive measures set out in Annex I to Regulation (EC) No 765/2006. (3) Regulation (EC) No 765/2006 should therefore be amended accordingly, HAS ADOPTED THIS REGULATION:

Article 1

Annex I to Regulation (EC) No 765/2006 is amended in accordance with the Annex to this Regulation.

Article 2

In 2022, Aleh Ramanau was elected as a chairman of pro-regime public association Belaya Rus, which he turned into the largest political party in Belarus, holding the majority of seats in the Parliament. In 2021, Aliaksandr Lukashenka appointed Aleh Ramanau to be Rector of the Polotsk State University, where he served until 2022. Aleh Ramanau was also a member of the Council of the Republic of Belarus of the 7th convocation from 6 December 2019 to 22 March 2024. As chairman of Belaya Rus, Aleh Ramanau supports the Lukashenka regime. 27.3.2025296. DOB: 17.1.1979 POB: Belarus Passport number: MP3615765 (issued on 19.2.2015) Dzmitry Shvedka is a Belarusian businessman. He is a majority shareholder and director of Ridotto LLC, a Belarusian IT company specialising in online gambling application development. Ridotto LLC has developed and maintains the online casino Belbet for the state-owned Republican Unitary Enterprise Belorusskiye Loterei, which operates under the Belarus President Property Management Directorate. Belorusskiye Loterei serves as a significant revenue source for the Directorate, which reports directly to Aliaksandr Lukashenka. Alexander Shatrov, who has been sanctioned by the Union since 21 June 2021 for benefiting from and supporting the Lukashenka regime, owns 49,99 % of the shares of Ridotto LLC. Dzmitry Shvedka is associated with Alexander Shatrov, Ridotto LLC, the Belarus President Property Management Directorate, and the Republican unitary enterprise Belorusskiye Loterei. Dzmitry Shvedka is also benefiting from and supporting the Lukashenka regime by providing a service that brings significant revenue to the President Property Management Directorate, subordinate directly to Aliaksandr Lukashenka. 27.3.2025302. Belorusskiye Loterei is owned by the Belarus President Property Management Directorate; a government body subordinate to Aliaksandr Lukashenka. Belorusskiye Loterei is one of the two government bodies which have the right to run lotteries in Belarus. It manages Belbet, an online casino, which creates high revenues. Under Belarusian law, Belbet is classified as an online lottery, while de-facto it operates as an online casino, which creates favourable conditions for its work. The online casino was developed, and its operation is maintained by Ridotto LLC, a company born out of the reorganisation of Synesis LLC, co-owned by Alexander Shatrov, who has been designated by the Union since 21 June 2021 for benefitting from and supporting the Lukashenka regime. Mikhail Dzenisenka is associated with Belorusskiye Loterei and the Belarus President Property Management Directorate. Moreover, in his role as the director of Belorusskiye Loterei, Mikhail Dzenisenka is supporting the Lukashenka regime through generating substantial profit from online gambling.

OJSC Planar is a state enterprise that specialises in the development and supply of components in the field of microelectronics, which are used for the production of military hardware such as UAVs. It forms part of a state-administered enterprise cluster supervised by the Strategic Projects Council under the direct supervision of the President of Belarus. Planar also contributes to Belarusian-Russian technological and military cooperation. As CEO of OJSC Planar, Siarhei Avakau benefits from and materially supports the Belarussian military industrial complex. 27.3.2025304. Yuri Mikalaevich TCHORNY Yuri Nikolaevich CHERNYI Юрый Мікалаевіч ЧОРНЫ Юрий Николаевич ЧЕРНЫЙ Director of Precise Electro-Mechanics Plant DOB: 1979, 1980 or 1981 POB: Belarus Yuri Tchorny is the Director of Precise Electro-Mechanics, a Belarusian State enterprise that specializes in the development and production of military products and is subordinate to the State Military-Industrial Committee of the Republic of Belarus. In that capacity, Precise Electro-Mechanics Plant produces military hardware for use by the Belarus armed forces, notably ballistic missiles and provides revenue to the Belarusian State. Thus, Yuri Tchorny supports the Lukashenka regime and is associated with the listed entity Precise Electro-Mechanics. 27.3.2025305. He has issued politically motivated sentences concerning, inter alia, freedom of expression or freedom of assembly, against Yana Barysovich, Andrei Asaula, Rastsislau Shavel, Aliaksandr Zialiutkin, and Maksim Prazhenik. Aleh Kaliada is therefore responsible for the repression of civil society in Belarus.27.3.2025306. The exclusive right to run lotteries in Belarus belongs to the state. Belorusskiye Loterei is one of the two government bodies which have the right to run lotteries in Belarus. It runs 17 out of 25 existing lotteries in Belarus. Belbet is an online casino managed by Belorusskiye Loterei, which accounts for 99,8 % of its revenue. Under Belarusian laws, Belbet is classified as an online lottery, while de facto it operates as an online casino, which creates favourable conditions for its work. The online casino was developed and its operation is maintained by Ridotto LLC, a company born out of the reorganisation of Synesis LLC, designated by the Union on 17 December 2020 for benefitting from its association with and supporting the Lukashenka regime, co-owned by Alexander Shatrov, who has been designated by the Union since 21 June 2021 for benefitting from and supporting the Lukashenka regime.

Belorusskiye Loterei is subordinate to the Belarus President Property Management Directorate which is controlled by Aliaksandr Lukashenka. It also benefits from the Lukashenka regime by operating under favourable conditions and supports it by generating revenue from gambling. Belorusskiye Loterei serves as a significant revenue source for the Directorate, which reports directly to Aliaksandr Lukashenka. It follows that Ridotto LLC is associated with Alexander Shatrov, the Belarus President Property Management Directorate, and the Republican unitary enterprise Belorusskiye Loterei. Tsybulka-Bel LLC is thus an entity responsible for serious violations of human rights and repression of the democratic opposition Belarus.27.3.2025
