Commission Implementing Regulation (EU) 2025/1419 of 17 July 2025 amending Implementing Regulations (EU) 2020/148, (EU) 2021/2094 and (EU) 2023/1172 as regards the name of the holder of the authorisation for feed additives (Text with EEA relevance) THE EUROPEAN COMMISSION, Having regard to the Treaty on the Functioning of the European Union, Having regard to Regulation (EC) No 1831/2003 of the European Parliament and of the Council of 22 September 2003 on additives for use in animal nutrition OJ L 268, 18.10.2003, p. 29, ELI: http://data.europa.eu/eli/reg/2003/1831/oj. , and in particular Article 13(3) thereof, Whereas: (1) Decoquinate (Deccox and Avi-Deccox 60G), robenidine hydrochloride (Robenz 66G) and a preparation of lasalocid A sodium (Avatec 150 G) were authorised as feed additives (feed additives concerned) by Commission Implementing Regulations (EU) 2020/148 Commission Implementing Regulation (EU) 2020/148 of 3 February 2020 concerning the authorisation of robenidine hydrochloride (Robenz 66G) as a feed additive for chickens for fattening and amending Regulation (EC) No 1800/2004 (holder of authorisation Zoetis SA) (OJ L 33, 5.2.2020, p. 1, ELI: http://data.europa.eu/eli/reg_impl/2020/148/oj). , (EU) 2021/2094 Commission Implementing Regulation (EU) 2021/2094 of 29 November 2021 concerning the authorisation of decoquinate (Deccox and Avi-Deccox 60G) as a feed additive for chickens for fattening (holder of authorisation Zoetis Belgium SA) and repealing Regulation (EC) No 1289/2004) (OJ L 427, 30.11.2021, p. 173, ELI: http://data.europa.eu/eli/reg_impl/2021/2094/oj). and (EU) 2023/1172 Commission Implementing Regulation (EU) 2023/1172 of 15 June 2023 concerning the authorisation of a preparation of lasalocid A sodium (Avatec 150 G) as a feed additive for chickens for fattening, the denial of authorisation of a preparation of lasalocid A sodium (Avatec 150 G) as a feed additive for chickens reared for laying, the withdrawal from the market of a preparation of lasalocid A sodium (Avatec 15 % cc) as a feed additive for chickens for fattening and chickens reared for laying and repealing Regulation (EC) No 1455/2004 and Implementing Regulation (EU) 2021/932 (holder of authorisation: Zoetis Belgium S.A.) (OJ L 155, 16.6.2023, p. 22, ELI: http://data.europa.eu/eli/reg_impl/2023/1172/oj). . (2) The holder of the authorisations for the feed additives concerned, Zoetis Belgium S.A., has submitted an application in accordance with Article 13(3) of Regulation (EC) No 1831/2003 proposing to change the name of the holder of the authorisations for the feed additives concerned to Phibro Animal Health SA. (3) The proposed change of the terms of the authorisations is purely administrative in nature and does not entail a new assessment of the feed additives concerned. The European Food Safety Authority was informed of the application. (4) To allow Phibro Animal Health SA to exploit its marketing rights, it is necessary to change the terms of the authorisations concerned.

(5) Implementing Regulations (EU) 2020/148, (EU) 2021/2094 and (EU) 2023/1172 should therefore be amended accordingly. (6) Since safety reasons do not require the immediate application of the amendments made by this Implementing Regulation, it is appropriate to allow a transitional period during which existing stocks of the feed additives concerned may be used up. (7) The measures provided for in this Implementing Regulation are in accordance with the opinion of the Standing Committee on Plants, Animals, Food and Feed, HAS ADOPTED THIS REGULATION:

Article 1

Amendment to Implementing Regulation (EU) 2020/148 Implementing Regulation (EU) 2020/148 is amended as follows: (1) in the title, the name Zoetis SA is replaced by Phibro Animal Health SA; (2) in the second column of the Annex to Implementing Regulation (EU) 2020/148, the name Zoetis SA is replaced by Phibro Animal Health SA.

Article 2

Amendment to Implementing Regulation (EU) 2021/2094 Implementing Regulation (EU) 2021/2094 is amended as follows: (1) in the title, the name Zoetis Belgium SA is replaced by Phibro Animal Health SA; (2) in the second column of the Annex to Implementing Regulation (EU) 2021/2094, the name Zoetis Belgium SA is replaced by Phibro Animal Health SA.

Article 3

Amendment to Implementing Regulation (EU) 2023/1172 Implementing Regulation (EU) 2023/1172 is amended as follows: (1) in the title, the name Zoetis Belgium SA is replaced by Phibro Animal Health S.A.; (2) in the second column of the Annex to Implementing Regulation (EU) 2023/1172, the name Zoetis Belgium S.A. is replaced by Phibro Animal Health SA.

Article 4

Transitional measure The feed additives concerned, produced and labelled before the date of entry into force of this Regulation in accordance with the rules applicable before that date, may continue to be placed on the market and used until stocks are exhausted.

Article 5

Entry into force This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.
