Commission Delegated Regulation (EU) 2025/2264 of 1 September 2025 amending Regulation (EU) 2024/2594 of the European Parliament and of the Council as regards technical and control measures applicable in the area covered by the Convention on future multilateral cooperation in the North-East Atlantic fisheries, and repealing Commission Delegated Regulation (EU) No 32/2012 THE EUROPEAN COMMISSION, Having regard to the Treaty on the Functioning of the European Union, Having regard to Regulation (EU) 2024/2594 of the European Parliament and of the Council of 18 September 2024 laying down conservation, management and control measures applicable in the area covered by the Convention on future multilateral cooperation in the North-East Atlantic fisheries, amending Regulation (EU) 2019/1241 of the European Parliament and of the Council and Council Regulation (EC) No 1224/2009, and repealing Regulation (EU) No 1236/2010 of the European Parliament and of the Council and Council Regulations (EEC) No 1899/85 and (EEC) No 1638/87 OJ L, 2024/2594, 8.10.2024, ELI: http://data.europa.eu/eli/reg/2024/2594/oj. , and in particular Article 54(1) thereof, Whereas: (1) The Union is a Contracting Party to the Convention on Future Multilateral Cooperation in the North-East Atlantic fisheries (NEAFC), approved by Council Decision 81/608/EEC Council Decision of 13 July 1981 concerning the conclusion of the Convention on Future Multilateral Cooperation in the North-East Atlantic Fisheries (81/608/EEC) (OJ L 227, 12.8.1981, p. 21, ELI: http://data.europa.eu/eli/dec/1981/608/oj). . (2) Regulation (EU) 2024/2594 implements into Union law the NEAFC conservation, management and control measures adopted until 2023. (3) At its annual meeting in November 2024, the NEAFC adopted recommendations for the conservation, management and control of shallow pelagic and deep pelagic beaked redfish stocks in Irminger Sea and adjacent waters, pelagic beaked redfish in subareas 1 and 2 of the International Council for the Exploration of the Sea (ICES), and changes regarding the procedures for the notification of fishing vessels and officials with access to fisheries data for monitoring, control and surveillance. These recommendations should be implemented into Union law. (4) Regulation (EU) 2024/2594 repealed Regulation (EU) No 1236/2010 of the European Parliament and of the Council Regulation (EU) No 1236/2010 of the European Parliament and of the Council of 15 December 2010 laying down a scheme of control and enforcement applicable in the area covered by the Convention on future multilateral cooperation in the North-East Atlantic fisheries and repealing Council Regulation (EC) No 2791/1999 (OJ L 348, 31.12.2010, p. 17, ELI: http://data.europa.eu/eli/reg/2010/1236/oj). . is now obsolete and should be repealed, HAS ADOPTED THIS REGULATION:
Article 1
Regulation (EU) 2024/2594 is amended as follows: (1) in Article 8, paragraph 1 is replaced by the following:
- Member States shall send by electronic means to the Commission the information of all fishing vessels flying their flag and registered in the Union which they intend to authorise to conduct fishing activities in the Regulatory Area, including any vessel that conducts or plans to conduct refuelling or re-supplying to fishing vessels. That information shall be sent by 15 December each year for the following year or in any event before engaging in fishing activities in the Regulatory Area. ; (2) in Article 30, paragraph 3 is replaced by the following:
- By 1 December each year, Member States shall notify EFCA of the following information: (a) the names and details of the NEAFC port inspectors authorised to carry out inspections under the scope of Chapter V of the NEAFC Scheme in accordance with the format of Annex XIV; (b) the names and details of the officials authorising landings, transhipments and the use of other port services; and (c) the names and details of any other officials to be provided with access to the NEAFC websites and applications for monitoring, control and surveillance. ; (3) Annexes IV and V are amended in accordance with the Annex to this Regulation.
Article 2
Delegated Regulation (EU) No 32/2012 is repealed.
Article 3
This Regulation shall enter into force on the third day following that of its publication in the Official Journal of the European Union. 4.2. Fishing vessels shall be prohibited from fishing, retaining on board, transhipping or landing in Union ports shallow pelagic and deep pelagic beaked redfish (Sebastes mentella) from the Irminger Sea and adjacent waters (ICES subareas 5, 12 and 14, and NAFO subareas 1 and 2). That prohibition shall apply to Union fishing vessels also in third-country ports. 4.3. Union fishing vessels shall be prohibited from participating in transhipment operations involving the stocks referred to in paragraph 4.2. 4.4. Union vessels shall be prohibited from refuelling or providing support services to any fishing vessels with catches of the stocks referred to in paragraph 4.2. 4.5. Fishing vessels having carried out directed fisheries for the stocks referred to in paragraph 4(2) after 5 March 2025 shall not be authorised to land, tranship or make use of any other port services in Union ports. 4.6. Fishing vessels having carried out directed fisheries for the stocks referred to in paragraph 4(2) after 5 March 2025 shall not be authorised for any fishing activities in Union waters. 4.7. Union fishing vessels shall be prohibited from participating in transhipment operations involving vessels having carried out directed fisheries of the stocks referred to in paragraph 4(2) after 5 March 2025. 4.8. Union vessels shall be prohibited from refuelling or providing support services to any fishing vessels having carried out directed fisheries for the stocks referred to in paragraph 4(2) after 5 March 2025. 4.9. The measures referred to in paragraphs 4.1 to 4.8 shall apply until 31 December 2027.; (3) point 6 is replaced by the following: 6. Measures for the redfish fishery in international waters of ICES subareas 1 and 2 6.1. Flag Member States shall ensure that scientific information is collected by scientific observers on board vessels flying their flag. As a minimum, the information collected shall include representative data on sex, age and length composition by depths. This information shall be reported to ICES by the competent authorities in the Member States. 6.2. Masters of Union fishing vessels use the following conversion factors to establish the live-weight equivalent of redfish product weight: (i) 2,03 for the product gutted and headed (Japanese cut), (ii) 1,50 for the product gutted and headed (round cut), and (iii) 1,08 for the product gutted head on.; B.
