L_202502368EN.000101.fmx.xml Official Journal of the European Union EN L series 2025/2368 20.11.2025 COUNCIL IMPLEMENTING REGULATION (EU) 2025/2368 of 20 November 2025 implementing Regulation (EU) 2023/2147 concerning restrictive measures in view of activities undermining the stability and political transition of Sudan THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on the Functioning of the European Union, Having regard to Council Regulation (EU) 2023/2147 of 9 October 2023 concerning restrictive measures in view of activities undermining the stability and political transition of Sudan (1), and in particular Article 13(1) thereof, Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy, Whereas: (1) On 9 October 2023, the Council adopted Regulation (EU) 2023/2147. (2) On 27 November 2023, the High Representative of the Union for Foreign Affairs and Security Policy issued a statement on behalf of the Union, in which the Union and its Member States reiterated their strong condemnation of the continuous fighting between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) and their respective affiliated militias. The statement also deplored the dramatic escalation of violence and the irreparable cost to human life in Darfur and throughout the country, as well as violations of international human rights law and international humanitarian law. (3) In view of the gravity of the situation, one individual should be included in the list of natural and legal persons, entities or bodies set out in Annex I to Regulation (EU) 2023/2147. (4) Regulation (EU) 2023/2147 should therefore be amended accordingly, HAS ADOPTED THIS REGULATION:
Article 1 Annex I to Regulation (EU) 2023/2147 is amended in accordance with the Annex to this Regulation.
Article 2 This Regulation shall enter into force on the date of its publication in the Official Journal of the European Union. This Regulation shall be binding in its entirety and directly applicable in all Member States. Done at Brussels, 20 November 2025. For the Council The President K. Natural Persons’, the following entry is added: Name Identifying information Reasons Date of listing ‘13. Abdelrahim Hamdan DAGALO a.k.a. Abdul Rahim DAGALO DOB: 1.1.1972 Nationality: Sudanese Gender: male Function: Deputy Commander of the Rapid Support Forces Associated entities: Rapid Support Forces; Al Junaid Multi Activities Co Ltd Associated individuals: Mohamed Hamdan Dagalo Abdelrahim Hamdan Dagalo is Deputy Commander of the Rapid Support Forces (RSF) and the brother of Mohamed Hamdan Dagalo (Hemedti), Commander of the RSF. On 15 January 2024, Abdelrahim Hamdan Dagalo was identified by the United Nations Panel of Experts on Sudan as having “played a pivotal role in the RSF campaign in Darfur, personally supervising the military operations in the five States [of Darfur], since October [2023]”. In October 2025, he ordered the killing and execution of civilians and led RSF actions against civilians in El Fasher. Together with his two sons, Abdelrahim Hamdan Dagalo owns the holding company Al Junaid Multi Activities Co Ltd (Al Junaid), an entity subject to restrictive measures by the Union for procuring military equipment for the RSF. Abdelrahim Hamdan Dagalo played a pivotal role in the RSF campaign in Darfur, by personally supervising the military operations and by financing RSF operations through Al Junaid. He is therefore associated with an entity that provides support for RSF actions that threaten the peace, stability or security of Sudan. Abdelrahim Hamdan Dagalo is therefore responsible for directing acts in Sudan that constitute serious human rights violations or abuses or violations of international humanitarian law.
