Council Implementing Decision (CFSP) 2026/1049 of 7 May 2026 implementing Decision 2014/450/CFSP concerning restrictive measures in view of the situation in Sudan THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on European Union, and in particular Article 31(2) thereof, Having regard to Council Decision 2014/450/CFSP of 10 July 2014 concerning restrictive measures in view of the situation in Sudan and repealing Decision 2011/423/CFSP OJ L 203, 11.7.2014, p. 106, ELI: http://data.europa.eu/eli/dec/2014/450/oj. , and in particular Article 6 thereof, Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy, Whereas: (1) On 10 July 2014, the Council adopted Decision 2014/450/CFSP. (2) On 28 April 2026, the United Nations Security Council (UNSC) Committee established pursuant to UNSC Resolution 1591(2005) added four persons to the list of persons subject to restrictive measures. Three persons should be added to the list of persons and entities set out in the Annex to Decision 2014/450/CFSP. (3) Decision 2014/450/CFSP should therefore be amended accordingly, HAS ADOPTED THIS DECISION:

Article 1

The Annex to Decision 2014/450/CFSP is amended in accordance with the Annex to this Decision.

Article 2

ANNEX In the Annex to Decision 2014/450/CFSP, the following entries are added: 11. QUIJANO BECERRA, Alvaro Andres Designation: Founder of International Services Agency (A4SI). Date of birth: 18 July 1967. Place of birth: Bogota, Colombia. Nationality: (a) Colombia; (b) Italy. Gender: Male. Passport: (a) Colombia number AP628498; (b) Italy number YB7731256 (Expires on 1 March 2031). National identification No: Colombia Cedula No. 80413253. Date of UN designation: 28 April 2026. Reason for listing: Alvaro Andres Quijano Becerra was listed on 28 April 2026 pursuant to paragraph 3 (c) of resolution 1591 (2005). Information from the narrative summary of reasons for listing provided by the Sanctions Committee: Alvaro Andres Quijano Becerra (Quijano) is being designated for engaging in actions or policies that threaten the peace, security, or stability of Darfur. Quijano plays a central role in recruiting and deploying former Colombian military personnel to Sudan. Video and photographic evidence shows these military personnel providing the Rapid Support Forces (RSF) with tactical and technical expertise, serving as infantry and artillerymen, drone pilots, vehicle operators, and instructors, with some even training children to fight in the RSF. The Colombian fighters have participated in numerous battles across Sudan, including in its capital, Khartoum, as well as Omdurman, Kordofan, and El Fasher. Quijano, a former associate of the Colombia-based Notre del Valle Cartel, is supported by a network of associates and companies that specialize in recruiting fighters and facilitating the movement of funds related to their deployment. Quijano co-founded an employment agency, International Services Agency (A4SI), that is the main recruiting node, having engaged in campaigns via its website, group chats, and townhalls to fill positions, including drone operators, snipers, and translators. Between 350 and 380 Colombian fighters, mostly retired soldiers, were recruited through several private security firms, including A4SI.

Reason for listing: Mateo Andres Duque Botero was listed on 28 April 2026 pursuant to paragraph 3 (c) of resolution 1591 (2005). Information from the narrative summary of reasons for listing provided by the Sanctions Committee: Mateo Andres Duque Botero (Duque) is being designated for engaging in actions or policies that threaten the peace, security, or stability of Darfur. Duque plays a central role in financing former Colombian military personnel in Sudan. He manages Maine Global Corp, which manages and disburses funds for Global Staffing (now Talent Bridge) and the company that hires Colombian military personnel, with the support of U.S.-based firms associated with Duque. This includes processing payroll payments for Colombian fighters and serving as a foreign exchange intermediary, converting euros and Colombian pesos to U.S. dollars. In 2024 and 2025, U.S.-based firms associated with Duque engaged in numerous wire transfers, totalling millions of U.S. dollars, with Maine Global Corp, Global Staffing, and the company hiring the Colombian fighters.
