Council Implementing Regulation (EU) 2026/531 of 5 March 2026 implementing Article 15(1) of Regulation (EU) No 747/2014 concerning restrictive measures in view of the situation in Sudan THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on the Functioning of the European Union, Having regard to Council Regulation (EU) No 747/2014 of 10 July 2014 concerning restrictive measures in view of the situation in Sudan and repealing Regulations (EC) No 131/2004 and (EC) No 1184/2005 OJ L 203, 11.7.2014, p. 1, ELI: http://data.europa.eu/eli/reg/2014/747/oj. , and in particular Article 15(1) thereof, Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy, Whereas: (1) On 10 July 2014, the Council adopted Regulation (EU) No 747/2014. (2) On 24 February 2026, the United Nations Security Council (UNSC) Committee established pursuant to UNSC Resolution 1591(2005) added four persons to the list of persons subject to restrictive measures. (3) Regulation (EU) No 747/2014 should therefore be amended accordingly, HAS ADOPTED THIS REGULATION:
Article 1
Annex I to Regulation (EU) No 747/2014 is amended in accordance with the Annex to this Regulation.
Article 2
This Regulation shall enter into force on the date of its publication in the Official Journal of the European Union. This Regulation shall be binding in its entirety and directly applicable in all Member States. Done at Brussels, 5 March 2026. For the Council The President N. Ioannides

ANNEX In Annex I to Regulation (EU) No 747/2014, the following entries are added: 7. GEDO, Hamdan Ahmed Alias Abu Nashuk Designation: Commander for the North Darfur section of the Rapid Support Forces. Nationality: Sudan. Gender: Male. Date of UN designation: 24 February 2026. Reason for listing: Gedo Hamdan Ahmed was listed on 24 February 2026 pursuant to paragraph 3 (c) of resolution 1591 (2005). Information from the narrative summary of reasons for listing provided by the Sanctions Committee: Gedo Hamdan Ahmed, or Abu Nashuk, Lieutenant General and Deputy Commander of the RSF, is being designated for engaging in actions or policies that threaten the peace, security, or stability of Darfur, including acts of violence and human rights abuses. Abu Nashuk was one of six RSF generals present in El Fasher, North Darfur on 26 October 2025 and was seen in video footage alongside Abdul Rahim Hamdan Dagalo, Deputy Commander of the RSF. On this date the RSF committed atrocities including the mass killings of civilians at El Fasher university and the Saudi hospital, and shootings northwest of Darfur. The violence in El Fasher also included ethnically targeted executions of Zaghawa and other non-Arab groups. There are reports of widespread sexual violence including gang rape in front of relatives, and other gender-based sexual violence. RSF troops are reported to be holding medical staff hostage for ransom, kidnapping four doctors, a pharmacist and a nurse for ransoms in excess of $150000. The events in El Fasher have reportedly displaced 70000 people since 26 October 2025, with civilians remaining trapped or missing, or being held by the RSF inside the city.

Date of UN designation: 24 February 2026. Reason for listing: Abdul Rahim Hamdan Dagalo was listed on 24 February 2026 pursuant to paragraph 3 (c) of resolution 1591 (2005). Information from the narrative summary of reasons for listing provided by the Sanctions Committee: Abdul Rahim Hamdan Dagalo, Deputy Commander of the RSF and brother of the RSF commander, Mohamed Hamdan Hemedti Dagalo, is being designated for engaging in actions or policies that threaten the peace, security, or stability of Darfur, including acts of violence and human rights abuses. Dagalo was identified as being present at the SAF 6th Infantry Division base in El Fasher, North Darfur on 26 October 2025, and overseeing operations on the day of the takeover of El Fasher by the RSF. Footage believed to be of Dagalo shows him giving direct orders to his fighters to not take captives but to kill everyone. Dagalo has previously been described as playing a key role in many of the offensives that the military and RSF undertook in Sudan’s border regions, and is seen as the commander in control of the RSF. - AL-FATEH, Abdullah Idris Alias: Abu Lulu Designation: Brigadier General of Rapid Support Forces. Nationality: Sudan. Gender: Male. Date of UN designation: 24 February 2026. Reason for listing: Al-Fateh Abdullah Idris was listed on 24 February 2026 pursuant to paragraph 3 (c) of resolution 1591 (2005). Information from the narrative summary of reasons for listing provided by the Sanctions Committee: Al-Fateh Abdullah Idris, known as Abu Lulu, Brigadier General of the RSF, is being designated for engaging in actions or policies that threaten the peace, security, or stability of Darfur, including acts of violence and human rights abuses. On the 26 October, the RSF committed atrocities including the mass killings of civilians at El Fasher university and the Saudi hospital, and shootings northwest of Darfur. Abu Lulu is known as the Butcher of El Fasher, a key perpetrator of the violence in El Fasher on 26 October. He gave orders to his men to kill innocent people, and video footage shows him executing civilians and boasting about killing over 2000 people. Some videos were filmed and publicised by the RSF themselves, and Abu Lulu has filmed himself smiling and killing people while they begged for mercy, as well as videos where he makes ethnically targeted executions. Footage shows him shooting at unarmed men and posing amongst corpses showing the people he has killed. The events in El Fasher have reportedly displaced 70000 people since 26 October 2025, with civilians remaining trapped or missing, or being held by the RSF inside the city.
- MOHAMED Tijani Ibrahim Moussa Alias: Al Zeir Salem Designation: Field Commander of the Rapid Support Forces. Nationality: Sudan. Gender: Male. Date of UN designation: 24 February 2026. Reason for listing: Tijani Ibrahim Moussa Mohamed was listed on 24 February 2026 pursuant to paragraph 3 (c) of resolution 1591 (2005). Information from the narrative summary of reasons for listing provided by the Sanctions Committee: Tijani Ibrahim Moussa Mohamed (Al Zeir Salem), field commander of the RSF, is being designated for engaging in actions or policies that threaten the peace, security, or stability of Darfur, including acts of violence and human rights abuses. Al Zeir Salem was identified as being present at the SAF 6th Infantry Division base in El Fasher, North Darfur on 26 October 2025, on the day of the RSF takeover. He also appeared in a video on this date in which he can be seen addressing a large group of detained individuals in civilian clothing. On this date the RSF committed atrocities including the mass killings of civilians at El Fasher university and the Saudi hospital, and shootings northwest of Darfur. The violence in El Fasher also included ethnically targeted executions of Zaghawa and other non-Arab groups. There are reports of widespread sexual violence including gang rape in front of relatives, and other gender-based sexual violence.
