L_202600613EN.000101.fmx.xml Official Journal of the European Union EN L series 2026/613 16.3.2026 COUNCIL IMPLEMENTING REGULATION (EU) 2026/613 of 16 March 2026 implementing Regulation (EU) No 269/2014 concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on the Functioning of the European Union, Having regard to Council Regulation (EU) No 269/2014 of 17 March 2014 concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine (1), and in particular Article 14(1) thereof, Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy, Whereas: (1) On 17 March 2014, the Council adopted Regulation (EU) No 269/2014. (2) In its conclusions of 19 December 2024, the European Council reiterated its resolute condemnation of Russia’s war of aggression against Ukraine, which constitutes a manifest violation of the Charter of the United Nations, and reaffirmed its continued support for Ukraine’s independence, sovereignty and territorial integrity within its internationally recognised borders. The European Council stated that efforts to further limit Russia’s ability to wage war must continue. It also expressed the Union’s readiness to step up pressure on Russia, including by adopting further sanctions. (3) In view of Russia’s continued and escalating aggression against Ukraine, and in particular its recent brutal military campaign deliberately targeting civilian infrastructure, including energy, water and health facilities, which has caused severe suffering to the civilian population and which aims to undermine Ukraine’s resilience, the Council considers it necessary to adopt further restrictive measures. (4) In particular, the Council considers that nine persons responsible for actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine should be added to the list of natural and legal persons, entities and bodies subject to restrictive measures set out in Annex I to Regulation (EU) No 269/2014. (5) Regulation (EU) No 269/2014 should therefore be amended accordingly, HAS ADOPTED THIS REGULATION:

Article 2 This Regulation shall enter into force on the date of its publication in the Official Journal of the European Union. Alexandr Chayko was the lead Commander in Ukraine when Russian troops entered Bucha. The atrocities in Bucha constitute crimes against humanity and war crimes. Alexandr Chayko was awarded the title of “Hero of the Russian Federation” in 2020. Therefore, Alexandr Chayko is supporting actions and policies which undermine and threaten the territorial integrity, sovereignty and independence of Ukraine, or stability and security in Ukraine. 16.3.2026 2024. Andrey Viktorovich KONDROV Russian: Андрей Викторович КОНДРОВ Function: Colonel; Commander of the 5th Separate Tank Brigade of the 36th Combined Arms Army DOB: 12.8.1976 POB: Dalnerechensk, Primorsky Krai, RSFSR, USSR (now Russian Federation) Nationality: Russian Gender: male Colonel Andrey Kondrov is the Commander of the 5th Separate Tank Brigade of the 36th Combined Arms Army. That brigade, led by Andrey Kondrov, is accused of looting and murdering residents in Bucha. Those atrocities in Bucha constitute crimes against humanity and war crimes. Therefore, Andrey Kondrov is supporting actions and policies which undermine and threaten the territorial integrity, sovereignty and independence of Ukraine, or stability and security in Ukraine. 16.3.2026 2025. Artem Igorevich GORODILOV Russian: Артем Игоревич ГОРОДИЛОВ Function: Colonel; Commander of the 83rd Guards Air Assault Brigade; former Commander of the 234th Guards Air Assault Regiment of the 76th Guards Air Assault Division of the Airborne Forces of the Russian Federation DOB: 8.8.1984 POB: Moscow, RSFSR, USSR (now Russian Federation) Nationality: Russian Gender: male Passport: series 4507 No 336855, issued on 20.8.2004 by the centre of internal affairs in Moscow (Sokolniki District) Tax Identification Number: 370203319194 Colonel Artem Gorodilov is the Commander of the 83rd Guards Air Assault Brigade and the former Commander of the 234th Guards Air Assault Regiment, which is part of the 76th Guards Air Assault Division. The 234th Guards Air Assault Regiment participated in a massacre of civilians in Bucha when that city was occupied by Russian troops in the early days of the war. Artem Gorodilov led the 234th Guards Air Assault Regiment at the time and was present in Bucha where hundreds of civilians died, in some cases as a result of brutal executions.

Therefore, Artem Gorodilov is supporting actions and policies which undermine and threaten the territorial integrity, sovereignty and independence of Ukraine, or stability and security in Ukraine. 16.3.2026 2026. Sergey Viktorovich CHUBARYKIN Russian: Сергей Викторович ЧУБАРЫКИН Function: Major General; Commander of the 76th Guards Air Assault Division of the Airborne Forces of the Russian Federation DOB: 25.8.1980 POB: Ryazan, RSFSR, USSR (now Russian Federation) Nationality: Russian Gender: male Passport: series 6102 No 632261, issued on 16.10.2002 Tax Identification Number: 231523648681 Major General Sergey Chubarykin is the Commander of the 76th Guards Air Assault Division, whose troops committed most of the documented atrocities in Bucha, including executions, torture and looting. Those atrocities in Bucha constitute crimes against humanity and war crimes. The 76th Guards Air Assault Division was at the forefront of Russia’s February 2022 full-scale invasion of Ukraine, with different elements of the division reportedly involved in fighting north of Kyiv, in Kharkiv Oblast near the city of Izyum and in the eastern Luhansk Oblast around Popasna. Therefore, Sergey Chubarykin is supporting actions and policies which undermine and threaten the territorial integrity, sovereignty and independence of Ukraine, or stability and security in Ukraine. 16.3.2026 2027. Viktor Viktorovich FILONOV Russian: Виктор Викторович ФИЛОНОВ a.k.a. Віктор Вікторович ФIЛОНОВ Function: Soldier in the 234th Guards Air Assault Regiment of the 76th Guards Air Assault Division of the Airborne Forces of the Russian Federation DOB: 9.4.1991 POB: RSFSR, USSR (now Russian Federation) Nationality: Russian Gender: male Viktor Filonov, while serving in the 234th Guards Air Assault Regiment of the 76th Guards Air Assault Division, was involved in Russia’s war crimes against civilians in Bucha and Borodianka, Kyiv Oblast, in February to March 2022. He has adopted a child from the Russian-occupied Donetsk Oblast of eastern Ukraine who was illegally deported to Russia. Therefore, Viktor Filonov is supporting actions or policies which undermine and threaten the territorial integrity, sovereignty and independence of Ukraine, or stability and security in Ukraine. 16.3.2026 2028. Vladimir Viatcheslavovitch SELIVERSTOV Russian: Владимир Вячеславович СЕЛИВЁРСТОВ Function: Major General; former Commander of the 106th Airborne Division DOB: 1.8.1973 POB: Stanki Village, Vyaznikovsky District, Vladimir Oblast, RSFSR, USSR (now Russian Federation) Nationality: Russian Gender: male Address: Russian Federation, Moscow Oblast, Kubinka, Armeyskaya Street 26, apt. 29 Passport: series 3418 No 265658, issued in 2018 Major General Vladimir Seliverstov of the Russian Airborne Forces commanded the units of the 106th Airborne Division within the “Vostok” Combined Troops Grouping. In the period February to April 2022, he led the actions of subordinate troops during the Russian operation to capture Kyiv from the west. The personnel of those 106th Airborne Division units were involved in war crimes against the civilians in Kyiv Oblast, including in Bucha, Hostomel and Irpen. Those atrocities constitute crimes against humanity and war crimes.

Vladimir Seliverstov has been awarded the title of “Hero of the Russian Federation”. Therefore, Vladimir Seliverstov is supporting actions and policies which undermine and threaten the territorial integrity, sovereignty and independence of Ukraine, or stability and security in Ukraine. 16.3.2026 2029. Vadim Ivanovych PANKOV Russian: Вадим Иванович ПАНКОВ Function: Commander of the 45th Separate Guards Special Purpose Brigade (Spetsnaz) DOB: 2.1.1968 POB: Gomel, Belarus SSR, USSR (now Republic of Belarus) Nationality: Russian Gender: male Major General Vadim Pankov is the Commander of the 45th Separate Guards Special Purpose Brigade (Spetsnaz), which is part of Russia’s elite airborne forces. He participated in the annexation of Crimea in 2014, leading special forces operations. Vadim Pankov commanded units during Russia’s invasion of Ukraine. His brigade was involved in the occupation of Bucha. He is accused of ordering the execution of 30 local residents and forcing civilians to remove the bodies of dead Russian soldiers. Those atrocities constitute crimes against humanity and war crimes. Vadim Pankov has been awarded the title of “Hero of the Russian Federation”. Therefore, Vadim Pankov is supporting actions and policies which undermine and threaten the territorial integrity, sovereignty and independence of Ukraine, or stability and security in Ukraine. 16.3.2026 2030. Denis Aleksandrovich SUVOROV Russian: Денис Александрович СУВОРОВ Function: Lieutenant Colonel; Commander of the 175th Separate Reconnaissance Battalion of the 76th Guards Air Assault Division of the Airborne Forces of the Russian Federation DOB: 6.11.1984 POB: Pskov Oblast, RSFSR, USSR (now Russian Federation) Nationality: Russian Gender: male Lieutenant Colonel Denis Suvorov is the Commander of the 175th Separate Reconnaissance Battalion of the 76th Guards Air Assault Division. At the beginning of Russia’s full-scale invasion of Ukraine, his battalion was deployed as part of the division’s operations in Kyiv Oblast, including Bucha. His battalion’s reconnaissance activities supported the broader “cleansing operations” that led to documented war crimes. He personally participated in torturing civilians during the Russian occupation of Bucha in March 2022. Therefore, Denis Suvorov is supporting and implementing actions and policies which undermine and threaten the territorial integrity, sovereignty and independence of Ukraine, or stability and security in Ukraine. 16.3.2026 2031. Aleksey Nikolaevich TOLMACHEV Russian: Алексей Николаевич ТОЛМАЧЕВ Function: Colonel; Commander of the 104th Airborne Assault Regiment of the 76th Guards Air Assault Division of the Airborne Forces of the Russian Federation DOB: 23.4.1980 POB: Moscow, RSFSR, USSR (now Russian Federation) Nationality: Russian Gender: male Passport: series 6103 No 814361, issued on 8.4.2003 by the Railway District Department of Internal Affairs Tax Identification Number: 463205326671 Colonel Aleksey Tolmachev, the Commander of the 104th Airborne Assault Regiment of the 76th Guards Air Assault Division, participated in Russia’s invasion of Ukraine. From February to April 2022, he commanded the 104th Airborne Assault Regiment as part of the “Vostok” group of forces. His area of operations was the western part of Kyiv Oblast. Units subordinate to Aleksey Tolmachev were involved in committing war crimes against civilians in the cities of Bucha and Irpen.
