Those consignments include those comprising dogs, cats, ferrets and other carnivores falling within the scope of Commission Delegated Regulations (EU) 2020/688 Commission Delegated Regulation (EU) 2020/688 of 17 December 2019 supplementing Regulation (EU) 2016/429 of the European Parliament and of the Council, as regards animal health requirements for movements within the Union of terrestrial animals and hatching eggs (OJ L 174, 3.6.2020, p. 140, ELI: http://data.europa.eu/eli/reg_del/2020/688/oj).
and (EU) 2020/692 Commission Delegated Regulation (EU) 2020/692 of 30 January 2020 supplementing Regulation (EU) 2016/429 of the European Parliament and of the Council as regards rules for entry into the Union, and the movement and handling after entry of consignments of certain animals, germinal products and products of animal origin (OJ L 174, 3.6.2020, p. 379, ELI: http://data.europa.eu/eli/reg_del/2020/692/oj). respectively, as regards movements within the Union of consignments of dogs, cats, ferrets and other carnivores and the entry into the Union, and the movement and handling after entry of consignments of dogs, cats and ferrets. (2) Chapters 61 (model CANIS-FELIS-FERRETS-INTRA) and 63 (model OTHCARN-INTRA) of Annex I to Implementing Regulation (EU) 2021/403 set out model animal health certificates for movements between Member States of consignments of dogs, cats and ferrets, and other carnivores. Commission Delegated Regulation (EU) 2026/133 Commission Delegated Regulation (EU) 2026/133 of 20 January 2026 amending Delegated Regulation (EU) 2020/688 as regards rules for the movement within the Union of kept dogs, cats and ferrets and other carnivores (OJ L, 2026/133, 27.3.2026, ELI: http://data.europa.eu/eli/reg_del/2026/133/oj). amended Articles 53, 55, 58 and 65 of, and Annex VII to, Delegated Regulation (EU) 2020/688 as regards rules for movements within the Union of dogs, cats and ferrets, and other carnivores. Those amendments should be reflected in the model animal health certificates set out in Chapters 61 and 63 of Annex I to Implementing Regulation (EU) 2021/403. (3) Chapter 38 (model CANIS-FELIS-FERRETS) of Annex II to Implementing Regulation (EU) 2021/403 sets out a model animal health certificate for entry into the Union of consignments of dogs, cats and ferrets. Commission Delegated Regulation (EU) 2026/135 Commission Delegated Regulation (EU) 2026/135 of 20 January 2026 amending Delegated Regulation (EU) 2020/692 as regards rules for entry into the Union, and the movement and handling after entry of consignments of dogs, cats and ferrets (OJ L, 2026/135, 13.4.2026, ELI: http://data.europa.eu/eli/reg_del/2026/135/oj). amended Articles 74 and 76 of, and Annex XXI to, Delegated Regulation (EU) 2020/692 as regards rules for entry into the Union, and the movement and handling after entry of consignments of dogs, cats and ferrets. Those amendments should be reflected in the model animal health certificate set out in Chapter 38 of Annex II to Implementing Regulation (EU) 2021/403. (4) In the interests of clarity and consistency of Union rules, the model certificates set out in Chapters 61 and 63 of Annex I to Implementing Regulation (EU) 2021/403 and the model certificate set out in Chapter 38 of Annex II to that Implementing Regulation should be updated, including updating references, notes and structural elements, and be replaced in their entirety by the model certificates set out in the Annexes to this Regulation. (5) Annexes I and II to Implementing Regulation (EU) 2021/403 should, therefore, be amended accordingly.
(6) To avoid any disruption to trade as regards the entry into the Union of consignments of dogs, cats and ferrets due to the amendments made to Annex II to Implementing Regulation (EU) 2021/403 by this Regulation, the use of certificates issued in accordance with Implementing Regulation (EU) 2021/403, as applicable prior to the amendments made by this Regulation, should continue to be authorised during a transitional period subject to certain conditions. (7) As Delegated Regulations (EU) 2026/133 and (EU) 2026/135 both apply from 22 April 2026, this Regulation should enter into force as a matter of urgency and also apply from that date. (8) The measures provided for in this Regulation are in accordance with the opinion of the Standing Committee on Plants, Animals, Food and Feed, HAS ADOPTED THIS REGULATION:
Article 1
- Annex I to Implementing Regulation (EU) 2021/403 is amended in accordance with Annex I to this Regulation.
- Annex II to Implementing Regulation (EU) 2021/403 is amended in accordance with Annex II to this Regulation.
Article 2
For a transitional period until 17 January 2027, the use of animal health certificates, issued in accordance with the model set out in Chapter 38 of Annex II to Implementing Regulation (EU) 2021/403, as applicable before the amendments made to that Implementing Regulation by this Regulation, shall continue to be authorised for the entry into the Union of consignments of dogs, cats and ferrets provided that those certificates were issued no later than 17 October 2026.
Article 3
This Regulation shall enter into force on the day following that of its publication in the Official Journal of the European Union. It shall apply from 22 April 2026. (4) Date of loading shall not be prior to the date of authorisation of the zone referred to in point II.1 for the entry into the Union, or in a period when restriction measures have been adopted by the Union against entry into the Union of those animals from that zone. (5) Any revaccination shall be considered a primary vaccination if it was not carried out within the period of validity of a previous vaccination. (6) A certified copy of the identification and vaccination details of the animals concerned shall be attached to the animal health certificate. (7) The rabies antibody titration test referred to in point II.5: (a) shall be performed by a laboratory designated in accordance with point 1(c) of Annex XXI to Delegated Regulation (EU) 2020/692; (b) shall not be renewed on an animal, which following that test with satisfactory results, has been revaccinated against rabies within the period of validity of a previous vaccination. A certified copy of the official report from the designated laboratory on the result of the rabies antibody titration test shall be attached to the animal health certificate. (8) By certifying this result, the official veterinarian confirms that he has verified, to the best of his ability and where necessary with contacts with the laboratory indicated in the report, the authenticity of the laboratory report on the results of the antibody titration test referred to in point II.5. (9) In conjunction with note (6), the marking of the animals concerned by the implantation of a transponder shall be verified before any entry is made in this animal health certificate and shall always precede any vaccination, or where applicable, testing carried out on those animals. (10) The treatment against infestation with Echinococcus multilocularis referred to in point II.6 shall: (a) be administered by a veterinarian within not more than 120 hours and not less than 24 hours prior to the time of the scheduled entry of the dogs to one of the Member States or zones thereof listed in Annex XIX to Implementing Regulation (EU) 2021/620; (b) consist of an approved medicinal product which contains the appropriate dose of praziquantel or pharmacologically active substances, which alone or in combination, have been proven to reduce the burden of mature and immature intestinal forms of Echinococcus multilocularis in the host species concerned. (11) The table referred to in point II.6 shall be used to document the details of a further treatment if administered after the date the animal health certificate was signed and prior to the scheduled entry into one of the Member States or zones thereof listed in Annex XIX to Implementing Regulation (EU) 2021/620.
